Traffic international Europe operate within the geographic area of responsibility focused on the European Union Members States and other countries in the European region where TRAFFIC aims to help deliver priority programme outcomes.
The salary range for this position is between €51,950 - €64,938 p.a. depending on experience and skills.
Senior Project Manager will have primary responsibility for the effective implementation of the EU-funded project FORCES - Fighting Organised Crime for the benefit of the Environment and Security for TRAFFIC International Europe.
The objective of the FORCES project is to support efforts to combat organized crime by dismantling criminal networks and their business models, which involve different forms of illicit activities converging. The project is implemented between 1 May 2025 and 30 April 2027 by a consortium led by the Spanish Guardia Civil, and composed of the French Gendarmerie, Portugese law enforcement agency, WWF France, IFAW, TRAFFIC International Europe and Evoluxer.
TRAFFIC International Europe will play an active role in activities involving knowledge development, law enforcement training, crossborder investigations, financial investigations and multi-stakeholder cooperation. It will mobilize its counter-wildlife and organized crime experts to collaborate closely with law enforcement agencies and other NGOs involved in the project, and to facilitate cooperation with law enforcement officers across the target continents of these projects. This facilitation is possible via its network of offices and role in administering the TWIX platforms, and ongoing engagement in projects addressing illegal wildlife trade (Work Packages 1, 2, 3, 4 and 5). TRAFFIC will lead the development of a study on organized crime groups linked to environmental crime in EU maritime ports. TRAFFIC will also provide the financial investigation leads to law enforcement partners.
Senior Project Manager, supported by the Project Support Officer and Finance and Administration Officer, will assume the responsibility for the management of FORCES project on behalf of TRAFFIC International Europe ensuring effective delivery, monitoring of progress, timely reporting, and liaison with partners.
CHARACTERISTIC DUTIES
- Leads overall implementation of FORCES project activities and objectives for TRAFFIC International Europe.
- Leads on the delivery of particular FORCES project activities, in collaboration with project partners.
- Coordinates and leads on the engagement with project partners and stakeholders.
- Ensures timely, effective and comprehensive technical and financial project reporting.
- Leads on TRAFFIC engagement with select policy processes in the European Union, including but not limited to the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
- Represents TRAFFIC Europe at appropriate international meetings.
- Coordinates TRAFFIC representation in a selection of wildlife law enforcement fora in the European Union, in close collaboration with other TRAFFIC Europe staff.
SPECIFIC DUTIES
- Manages the delivery of the EU-funded project FORCES for TRAFFIC.
- Leads the implementation of selected FORCES project activities and specific tasks, and guides other TRAFFIC staff on implementation of tasks allocated to them.
- Coordinates liaison with FORCES project partners, and a wide range of stakeholders in Europe and across priority wildlife trafficking routes.
- Represents TRAFFIC and project in international meetings and conferences as appropriate, and reports back on these meetings.
- Leads FORCES monitoring and evaluation, preparation and submission of technical and financial reports.
- Reports on TRAFFIC’s programme implementation in Europe, as relevant to the project responsibilities, and wider law enforcement context.
- Leads on TRAFFIC engagement with select policy processes and law enforcement for in the European Union, including but not limited to the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
- Leads on the development of the wildlife law enforcement programme and priority funding proposals for TRAFFIC in Europe.
- Responds to general enquiries, and those concerning the project, that are directed to TRAFFIC in Europe as appropriate.
