Job description:
As a member of the strategic advisory team, you will play a key role in supporting cloud governance, digital transformation, and policy development across EU Institutions. You will contribute to high-level initiatives, working groups, and procurement strategies, ensuring alignment with sovereignty, efficiency, and innovation goals.
Responsibilities:
- Analyse cloud adoption strategies and flagship IT initiatives across the European Institution
- Contribute to studies on cloud efficiency, sovereignty, and digital transformation.
- Draft policy briefings, parliamentary question responses, and support documents.
- Lead or co-lead working groups on cloud governance, strategy, and adoption.
- Review and synthesise IT strategies, focusing on sovereignty and cloud relevance.
- Prepare and deliver presentations to internal and external stakeholders, including governance bodies.
- Coordinate and contribute to strategic evaluations in public procurement, especially in sovereignty-sensitive domains.
- Provide strategic input on cloud, software, and professional services brokering initiatives.
- Support vendor engagement and large-scale contract negotiations.
- Contribute to the transformation of procurement methodologies (e.g., outcome-based delivery).
- Follow up on digital strategy implementation and assess impacts on internal processes.
- Represent the unit in EU-wide forums such as the Cloud Alliance and follow up on related activities.
- Facilitate collaboration across internal teams, and Member States.
- Maintain Kanban tracking of tasks and prepare progress updates and status reports.
Technical skills:
- Expertise in cloud strategy, governance, and procurement.
- Strong analytical and policy drafting capabilities.
- Experience with EU public procurement and sovereignty-sensitive domains.
- Proficiency in stakeholder engagement and presentation delivery.
- Familiarity with digital transformation methodologies and tools.
Profile:
- Bachelor's or Master's degree in IT or related field.
- Minimum 20 years of experience in managing complex transformation projects, including strategic or director-level roles.
- At least 8 years of experience in cloud adoption strategies in public or private sectors.
- Minimum 5 years of experience in cloud procurement from the buyer's perspective.
- At least 2 years of experience in European public policy-making in IT, including working group contributions.
- Proven experience in animating large stakeholder forums, networks, and events.
- Ability to analyze complex issues and develop effective solutions.
- Good communication and interpersonal skills.
- Fluency in English is required; French is a strong asset.
