Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Database administrator services for Oracle E-Business Suite and related applications (e.g. GL Wands, Apro) both for projects and in-service support. These services are further detailed in the points below.
- Providing 2nd and 3rd line support to the assigned business applications, by responding to service requests, investigating and resolving incidents and problems, communicating solutions or advices to customers and users on changes and improvements based on best practices.
- Contributing to the gathering, analysis, setup, design and documentation of new requirements and change requests.
- Developing and reviewing documentation such as requirements, definitions, functional and technical design documents, system specifications or other deliverables.
- Providing time estimates for the development and implementation of new requirements.
- Ensures full lifecycle tests of requests for change before they are presented to the user for user acceptance testing.
- Active contribution to relevant projects or service operation across Service Lines where integration is required.
- Participating/attending job-related conferences and trainings in order to keep the knowledge and expertise up-to-date.
- Providing briefings and presentations.
Essential Skills, Experience and Certifications
- A minimum of 15 years recent practical experience as an Oracle E-Business Suite DBA, demonstrating a 36 months sustained period of performance on the previous 2 most recent assignments.
- In this capacity, the Consultant must have performed duties such as installing, upgrading, and supporting (patching, troubleshooting, tuning) Oracle E-Business Suite software and the associated Oracle Technology stack in a multi-tier/multi-node/multi-platform environment, comprising database server, applications server, web server, concurrent processing server, reports server, forms server, admin server, and discoverer server.
- Experience of managing multiple Oracle installations on large systems.
- The candidate must be conversant with Oracle E-Business Suite Release 12.2 (or higher) and Oracle Database 19c (or higher) product versions in Linux environments.
- Practical experience with Oracle E-Business Suite and Oracle Database backup/recovery (RMAN), configuration, sizing, space management, monitoring, patching, upgrades, performance tuning, troubleshooting and administration.
- Expertise in Oracle E-Business Suite Release 12.2 (or higher) technical architecture, including knowledge of the underlying database architecture, with particular reference to schemas/products, database objects, file system structure, tables, views, packages, procedures, functions, triggers, sequences, indexes and constraints.
- Sound knowledge of and proven practical experience with laaS, PaaS & SaaS solutions delivered through Oracle Cloud Infrastructure, Microsoft Azure and Amazon Web Services platforms.
- Broad knowledge of and proven practical experience with WebLogic application server and proven ability in dealings with Forms/Reporting/Apache Web servers and configuring, troubleshooting and tuning.
- Sound knowledge of and proven practical experience with advanced topology elements like shared APPL_TOP, Oracle Clusterware, Rapid Application Cluster (RAC), Automatic Storage Management (ASM), Demilitarized Zones (DMZ) and Disaster Recovery (DR) solutions.
- Sound knowledge of and proven practical experience with Oracle's Enterprise Manager 13g or higher.
- Sound knowledge of and proven practical experience with Oracle's Application Management Suite for Oracle E-Business Suite.
- Sound knowledge of and proven practical experience UNIX/Linux and good automation (UNIX/Linux scripting) skills.
- The proposed person to deliver these services should be a motivated engineer with strong problem-solving skills, full proficiency in English, and a passion for customer service.

- On-site. (Due to the nature of the service, this will be as well outside office hours and on weekends, if necessary and agreed)
