Introduction:
LAWFAS is an operational concept to enhance the sharing of legal knowledge within the NATO community of interest and with its nations and partners. Four inter-related parts compose it: Proven information knowledge management concepts, energetic people, current Information Technology (IT), and the legal professionals in the 30 NATO legal offices and 30 legal offices in the Ministries of Defence and Foreign Affairs of the NATO nations.
Using a web-based Microsoft SharePoint (SharePoint) application to support a common document repository and collaborative tools, the contractor will have to push usable legal information to LAWFAS users and pull from existing NATO databases the documents individual legal advisers needed to advise their commanders and staffs. The contractor's personnel performing LAWFAS functions will build trust relationships with the users’ community through training and presentation during events such a NATO School courses, on-site office visits and conferences.
Skills, knowledge, experience required:
- Law degree;
- Two (2) years experience in the last five (5) years in LAWFAS or other equivalent applications to support a legal common document repository and collaborative tool and platform;
- Two (2) years experience in the last five (5) years in legal data base management, whether for NATO or other international or governmental organization;
- Flexibility and the ability to work in a multicultural collaborative group environment;
- Security Clearance: NATO Secret;
- Language. Work will be conducted in English, both oral and written. Contractor’s onsite personnel shall possess a proficiency in English equivalent to or higher than the NATO Standardised Level Profile (SLP) 3, 3, 3, 3 (i.e., Listening, Speaking, Reading, and Writing skills must be excellent or above average) set in NATO STANAG 6001.
- Three or more (3+) year experience with similar dedicated platforms;
- Master’s degree in international law and Licensure from a recognized bar association;
- Professional knowledge of French language (STANAG 6001);
- The ability to independently perform assigned tasks without immediate direct supervision.
- The contractors’ proposal shall include CVs for proposed personnel that clearly verify their candidates’ primary work experience that matches this SoW’s qualifications (both essential and desirable);
- All training must be either university based or certificate-granting institution based. The contractor’s proposal shall include course completion document, or certificate, and syllabus.
- Train the trainer.
- User training on site.
- Following coordination between the contractor and the SHAPE COTR, user requirements and priorities will be defined based on contracted deliverables.
- A working schedule will be proposed by the contractor for the COTR review and approval.
- The contractor’s personnel shall fill-in a daily log referred to its working activities based on contract deliverables in order to document provided services. The daily log will support the contractor’s monthly invoices.
- The contractor shall provide onsite services at SHAPE. SHAPE is located near Mons, Belgium. The work is normally performed in a standard office environment. Normal working conditions apply.
- The contractor shall provide these services during SHAPE Hours of Operation stated below and as required by the Contracting Officer’s Technical Representative (COTR). Performance outside the LAWFAS Hours of Operation and/or during recognized SHAPE official holidays is not required.
- LAWFAS Hours of Operation for the ACO Office of Legal Affairs. Monday to Thursday from 0830 hours to 1730 hours and Friday from 0830 hours to 1530 hours. Contractor’s personnel shall deliver the services during this time (thirty-eight (38) hours per week).
- Recognized SHAPE Official Holidays. The SHAPE official holiday schedule applies and will be provided to the contractor prior to contract start date and anytime up-to-date versions become available (normally, each end of year).
- Hours performed during all phases of travel duty (TDY) are not paid as overtime.
- Development and permanent updating of the Legal Advisors Worktop Functional Area System (LAWFAS) tool;
- Provision of paralegal reach-back to SHAPE subordinate headquarters using LAWFAS, commercial data bases and SHAPE internal databases and repositories, procedures and forms. Provision of paralegal support to the Offices of the ACO and ACT Legal Advisors and their Branches as required. (These services are inseparable from that described in 3.1 and will be the test bed for future ACO Shared Paralegal Services);
- Provision of subject matter expert (SME) advice on support aspects of LAWFAS including functional implementation, data configuration management, database operation, data migration and problem correction;
- Conduct of User Requirements capture and Use Case production for the LAWFAS functional enhancements by the software technician;
- Provision of subject matter expert technical support in the event of LAWFAS project meetings;
- Preparation of test scenarios for formal testing of LAWFAS developments;
- Maintenance and enforcement of agreed data standards and data management practices;
- Provision of LAWFAS SME tool’s’ Help Desk assistance to LAWFAS’ users at all HQs across the NATO Command Structure (NCS) consisting of Allied Command Operations (ACO), Allied Command Transformation (ACT), and various other NATO organizations and agencies, and NATO and non-NATO nations;
- Development of LAWFAS Data Import and Export services, and publishing required reports;
- Development and maintenance of LAWFAS’ reference data, templates, business rules and workflows;
- Investigation/identification of technical solutions in liaison with appropriate NATO Communications and Information Agency (NCIA);
- Development of LAWFAS links with SHAPE and HQ SACT Central Repositories of International Agreements, as required;
- Development and preparation of statistical analyses of LAWFAS’ data, as required;
- Provision of LAWFAS’ user training, as necessary.
