Mission Overview
An independent federal administration responsible for assessing applications for international protection is undergoing a major modernization initiative. The mission is to provide protection to individuals at risk of persecution or serious harm in their country of origin. Each application is evaluated individually, objectively, and impartially in accordance with Belgian, European, and international standards.
Project Context
The organization is implementing a large-scale modernization program known as the eDossier program. This highly ambitious and fast-paced program includes multiple interconnected projects and is expected to run until at least the end of 2027. To support the successful execution of this program, we are seeking experienced professionals committed to long-term engagement.
Position Overview
We are currently seeking an Expert IT Analyst with over 10 years of experience across multiple domains (business, functional, data, and preferably technical analysis).
Key Responsibilities

Analyze and evaluate business processes and IT needs, translating them into clear functional and non-functional requirements.

Document systems, workflows, data flows, user stories, use cases, and processes using standard modeling techniques such as BPMN and UML.

Act as a bridge between business users and technical teams, ensuring requirements are clearly communicated and understood.

Support the development of a data dictionary and data glossary, monitor data quality, and ensure secure and compliant data handling.

Oversee and analyze system integrations and master data flows across platforms.

(Preferably) Contribute to the technical analysis of IT systems and help define system architecture and specifications.

(Preferably) Execute functional and technical testing, including the creation of test cases and test scripts.

Work effectively in a collaborative agile delivery environment while maintaining the maturity to operate independently when needed.

Stay current with best practices and developments in your area of expertise.
Candidate Profile

Bachelors or Masters degree in Computer Science or equivalent experience.

10+ years of experience in:

Business and functional analysis
-
Process optimization and operational process evaluation
-
BPMN and UML modeling
-

5+ years of experience in:
-
Data analysis, data topology, and database design
-
Writing user stories and use cases
-

Preferred experience in:

Technical analysis and specification
-
Functional and technical testing (test scenario creation and execution)

Camunda process engine design and configuration (min. 1 year)

3+ years of experience working in agile project teams.

Proven ability to identify alternative solutions and make recommendations considering the broader business and technical context.

Strong interpersonal skills, with the ability to communicate with both technical and non-technical stakeholders.

Prior knowledge of services and components used at the federal level is a plus.
