Position Overview
We are seeking a motivated and organised trainee to support the production of a report for the UPPER project

This role is ideal for a student or PhD student in urban planning, public policy, transport studies, or a related field.
Key Responsibilities:
As part of the Horizon Europe UPPER project, we look at governance conditions that enable Public Transport Authorities (PTAs) to implement innovative solutions. This includes an in-depth analysis of current practices, challenges, and success factors through structured interviews and stakeholder engagement.
INPUT TO THE TRAINEE
The following elements will be provided to the trainee: a questionnaire and a list of stakeholders to be interviewed. The questionnaire is divided into three sections:
Part 1: Characteristics of Public Transport Authorities (PTAs)
Part 2: Description of innovation measures
Part 3: Conditions and governance enablers for innovation
The list of interviewed is composed of 10 Transport Authorities, mainly outside Europe.
Phase 1 – Interview Support (Mid-September to December 2025)
Coordinate and participate in preparatory meetings with UITP and project stakeholders.Organise and support minimum 2 coordination meetings with the UPPER City Manager (CM).
Support preparation and scheduling of 10 stakeholder interviews (out of a total of 15).
Attend and document the interviews (notetaking and transcription).
Ensure accurate and timely follow-up and organisation of data.
Write a description following each Authorities interview.
Timeline: September until mid-November 2025.
Deliverable: 10 factsheets, 1 per authority interviewed.
Phase 2 – CONCLUSION AND ANALYSIS
Identify key recommendations for Authorities to facilitate innovation.Timeline: Mid-November until end of December 2025.
Deliverable: a short report (few pages) and powerpoint slides.
Profile & Requirements:
Background in urban transport, public policy, political science, governance, or innovation.Organisational skills.
Excellent written and verbal communication in English.
Ability to work independently while maintaining clear communication with the team.
Interest in sustainable mobility, innovation, and public sector transformation.
Prior experience with interviews is an asset.
Familiar with Teams.
